ALAMO CITY CHAPTER,
AMERICAN SOCIETY OF MILITARY COMPTROLLERS
STANDING RULES
Rule 1. General Membership Meetings
The meeting shall be at a time and place designated by the Executive Committee and printed in the Alamo Journal.
Rule 2. Speaker's Gift
Guest Speakers will be presented a paperweight, plaque or appropriate gift. The cost of gifts will be included in the operating budget. The Program Committee will be responsible for arranging the purchase of the gifts.
Rule 3. President's Gift
The President‑Elect shall be responsible for the President's gift, a plaque or appropriate gift as allocated for in the operating budget.
Rule 4. Vice‑Presidents
Elected representatives from the following military installations/organizations shall serve as Vice‑Presidents:
Brooks AFB – 311th Human Systems Wing (311 HSW) and Others
Brooks AFB – Human Systems Group (HSG)
Brooks AFB - Air Force Center for Environmental Excellence (AFCEE)
Fort Sam Houston - U.S. Army Medical Command (MEDCOM) and Others
Fort Sam Houston - Headquarters 5th Army
Lackland AFB – 37th Training Wing (37 TRW) and Others
Lackland AFB - Air Intelligence Agency (AIA)
Laughlin AFB – 47th Flying Training Wing 47 FTW) and Others
Randolph AFB - 12th Flying Training Wing (12 FTW) and Others
Randolph AFB - Air Education & Training Command (AETC)
Randolph AFB – Air Force Security Assistance Training (AFSAT)
Air Force Audit Agency (AFAA)
Air Force Services Agency (AFSVA)
Defense Finance & Accounting Service (DFAS)
Rule 5. Scholarship Program
SECTION I. SCHOLARSHIP INFORMATION
The Executive Committee will determine the scholarship program each year which may include, but not require or be limited to: a graduating high school senior, a DOD comptroller employee, and an enlisted comptroller employee.
SECTION II. SCHOLARSHIP CATEGORIES
A. Graduating High School Senior Scholarship
1. The Chapter will primarily use the Bexar County Scholarship Clearing House (BCSCH), an activity of the Minnie Stevens Piper Foundation, to seek recommendations.
2. BCSCH accepts applications and forwards their recommendations to the Scholarship Committee who reviews and recommends qualified recipients in priority order to the Executive Committee for a final decision.
3. Eligibility.
a. Graduating dependents of active duty, retired or DOD personnel in the top 25% of their class are eligible.
b. Student accepted by a university or college who will be pursuing an undergraduate degree in a financial management field.
c. Nominees’ scholastic achievements, leadership ability, extracurricular activities and career and academic goals will be considered, and must be documented in letters of
recommendation.
4. Amount. Lump sum award of $500 paid to the individual for use in actual college expenses (tuition, fees, books).
B. DOD Comptroller Employee Scholarship
1. The Chapter will use its own application form to award a scholarship to a deserving employee (military or civilian) in the financial management field.
2. The Scholarship Committee reviews and recommends qualified recipients in priority order to the Executive Committee for a final decision.
3. Eligibility.
a. Person working in the financial management field who meets the following grade criteria: Enlisted E‑6 or below, Civilian GS‑11 or below, Officer 0-2 or below, or Warrant Officer WO‑1.
b. Applicant enrolled or accepted for enrollment in a university or college in an undergraduate or graduate degree program in a financial management discipline.
c. Scholastic achievements, leadership ability, extracurricular activities, career and academic goals, and financial need will be considered by the committee.
4. Amount. Lump sum award of $300 each paid to three individuals (total of $900) for use in actual college expenses (tuition, fees, books).
C. Colonel James Youngson Enlisted Scholarship
This scholarship was established by the Executive Committee to honor Colonel James Youngson, USAF (Ret), for his contributions and dedication to the American Society of Military
Comptrollers.
1. The Chapter will use its own application form to award a scholarship to an enlisted military member who has already graduated from high school or a recognized equivalent.
2. The Scholarship Committee reviews and recommends qualified recipients in priority order to the Executive Committee for a final decision.
3. Eligibility.
a. An enlisted military member of the Armed Forces.
b. Applicant enrolled or accepted for enrollment by a university or college in an undergraduate or graduate degree program in a financial management discipline.
c. Scholastic achievements, leadership ability, extracurricular activities and career and academic goals will be considered by the committee.
4. Amount. Lump sum annual award of $400 paid to the individual for use in actual expenses (tuition, books, fees).
Rule 6. Awards Program
SECTION I. AWARDS INFORMATION
A. General. The Alamo City Chapter of the ASMC will establish and maintain an Annual Awards Program to promote the professional growth of its members and to contribute toward the goals and objectives established by the National Headquarters. Determination of the award categories and presentation of awards will be the responsibility of the Chapter Awards Committee.
B. Eligibility. All active members as of award nominations cutoff will be eligible for any award including members who transfer from other ASMC Chapters. Members who have been nominated for other types of awards (i.e., Command, etc.) are eligible for nomination in this program. Additionally, there are no restrictions on the number of awards for which an individual member may compete for, or win, in any Award Year except as noted in Section II.
C. Time Frame. The Chapter Awards Program will run from 1 April until 31 March each Award Year except the Publications Awards. The Publication/Presentation Competition Committee award period will be from 1 March through 28 February.
D. Voting. With the exception of the President's Awards, the Chapter Awards Chair shall make selections for awards presented by the Chapter.
E. Responsibilities.
1. Vice‑Presidents will ensure that timely notification is given to potential nominees.
2. The Award Committee will be responsible for ensuring that appropriate publicity is given to the program prior to the nomination suspense dates.
3. Each Vice‑President will maintain an "Awards History" file for incorporation into the President's file. Maintenance of such a file will provide background data for subsequent
Vice‑Presidents.
SECTION II. AWARD CATEGORIES
A. New Membership
1. Awards.
a. SUPER RECRUITER. The member who recruits the greatest number of new members will receive a monetary award of $75 to defray expenses at the ASMC Professional Development Institute (PDI).
b. VICE‑PRESIDENT RECRUITERS. A free lunch will be awarded to the member(s) in each Chapter organization headed by a Vice President, who recruits the greatest number of new members. "Super" recruiter(s) are not eligible for this award.
c. MEMBERSHIP GROWTH. Plaques will be presented to the Vice‑President(s) with the greatest numerical and percentage growth (two separate awards) in their membership during the year.
2. Nominations. The Chairperson of the Membership Committee will be responsible for compiling statistical data and providing required information to the Awards Committee.
3. Time Frame. The Awards Committee will solicit nominations in sufficient time for presentation of award recommendations at the April Executive Committee meeting.
4. Presentation of Awards. These awards will normally be presented at the May General Membership Meeting, or as designated by the Executive Committee.
B. Publications. This award will recognize the member who has contributed the most to the Comptrollership by research projects, articles, papers, thesis, and publications in the Armed Forces Comptroller, other professional journals, the Alamo Journal, newsletters and service publications. Both publication quality and frequency will be considered. The Publication/Presentation Committee will select the awards in this category and coordinate presentation with the Chapter Awards Committee Chair.
1. Awards.
a. INDIVIDUAL AWARD (RESEARCH PROJECT). The author(s) of the best research paper will receive a $75 monetary award and two plaques may be awarded to author(s) for papers judged as Distinguished and Meritorious.
b. INDIVIDUAL AWARD (PROFESSIONAL JOURNAL). The member whose publication(s) in a professional journal is judged best of any Alamo Chapter member will receive a plaque.
c. INDIVIDUAL AWARD (PUBLICATIONS). The member contributing the most significant publication material either research or other materials in a recurring publication will receive a Letter of Commendation addressed to their commander (or the individual, if applicable).
d. INDIVIDUAL AWARD (LOCAL MEDIA). The member who contributed the most to promote the Chapter during the year through use of available media (i.e., the Chapter newsletter, base newspapers, base bulletins, flyers, etc) will receive a plaque. (Candidates would include reporters at each installation, installation contacts, symposium publicity chairs, as well as any member who has strongly promoted the chapter.)
2. Nominations.
a. The Publications/Presentations Committee will solicit nominations from the general membership.
b. Vice‑Presidents will submit research projects and nominees in other categories (supported by a copy of the published article) to the Publications/Presentation Competition Committee for consideration.
c. The Publicity Committee Chair and Vice‑Presidents will submit any local media nominations.
3. Time Frame. The committee will solicit nominations in sufficient time for Chapter competition at national levels, normally by 28 February.
4. Presentation of Awards. These awards will normally be presented at the May General Membership Meeting or as designated by the Executive Committee.
C. President's Awards.
1. Awards. The individual(s) who(m), in the President's opinion, is(are) deserving of special recognition and not otherwise provided for in other award categories, and whose contributions to the Chapter are truly outstanding, will receive a plaque or appropriate gift as provided for in the operating budget.
2. Nominations.
a. At the discretion of the Chapter President.
b. Vice‑Presidents and Committee chairpersons are encouraged to make informal recommendations to the President for any individual(s) they consider deserving of special recognition.
3. Time Frame. Informal recommendations should be made by 15 May of each year.
4. Presentation of Awards. These awards will be presented at the June General Membership Meeting.
D. Individual ASMC Awards.
1. Awards. Identified by National Executive Committee with details generally printed in the Fall issue of the Armed Forces Comptroller.
a. Chapter awards will generally correspond to National categories.
b. The Chapter Awards Committee may propose additional categories for approval of the Executive Committee.
2. Nominations. Vice‑Presidents will submit nominations to the Awards Committee for consideration.
3. Time Frame. Local nominations will be submitted by the suspense date established by the Awards Chairperson. Late submissions will not be provided to evaluators. All nominations will be forwarded for consideration for National Awards in accordance with the suspense date established by the national awards chairperson.
4. Presentation of Awards. All awards will be presented prior to the National PDI.
E. Business Sponsors.
1. Award. This category will recognize the outside agency that best supports the Chapter. Winners' representative(s) will receive a free lunch and plaque.
2. Eligibility. Any outside agency affiliated or not affiliated with ASMC.
3. Nominations. Submitted to the Awards Committee by the Corporate Membership Chair.
4. Time Frame. The Awards Committee Chair will receive the nominations in sufficient time to present at the June Executive Committee meeting.
5. Presentation of Award. Presentation will be made at the June General Membership Meeting.
F. Volunteer of the Year Award(s).
1. Nomination. The Community Service Coordinator will nominate based on the
following criteria:
a. Individual’s overall involvement with ASMC
b. Charity and community service involvement
c. Continuous volunteering, i.e. mentoring
d. Number of times the individual volunteered during the year
e. Number of hours the individual volunteered during the year
1. Time Frame. The Awards Committee will solicit nominations in sufficient
time for presentation of award recommendations at the April Executive Committee meeting.
3. Presentation of Award(s). This award(s) will normally be presented at the May General Membership Meeting, or as designated by the executive committee.
